Second Public Meeting to Discuss Bethel Park YMCA Community Center Proposal
This Wednesday, September 21 from 6:30 to 8 p.m. at the Meadow View School Caforium, the City of Eugene Parks and Open Space Division will host the second public meeting to discuss a proposed community center in Bethel Park. Meadow View School is located in Eugene at 1855 Legacy Street.
Staff will be reporting back on what they have heard from the community to-date and will present several options for where the center might be located in the park. Staff will also address concerns they've heard about traffic, parking facilities, and impacts to open space, and results from the first web survey will be shared. Additional Information:
The existing master plan for Bethel Park shows a community center that is approximately 10,000 square feet and while a facility this size would provide some key services, a larger center would allow a broader array of services and activities. These could potentially include a branch library, large gym facilities, summer camps, child care, and classrooms or meeting rooms.
Why now?
North and West Eugene are areas of our community that are underserved in terms of recreational facilities. As the City does not have the funding to construct a new community recreation center in the foreseeable future, the non-profit Eugene YMCA has offered to construct and manage a new facility that would provide a broad array of services and facilities for kids, families, and seniors alike. This master plan update process is being held in direct response to the offer from the YMCA.
Why update the master plan?
A full-service community center could be up to 62,000 square feet depending on the services provided and would require a significant additional number of parking spaces to accommodate all users. This would be a significant change in what is currently approved and planned for this site. In addition to the master plan, development in Bethel Community Park must also comply with a conditional use permit on file with the City Planning and Development Department. This permit will also have to be updated to accommodate a larger facility than is shown now.
What's the process?
Parks and Open Space staff will host meetings, administer surveys, and use other communication tools in order to successfully facilitate a public discussion, answer questions, and garner feedback on this proposal.

Article I. Name
This neighborhood association shall be known as the Active Bethel Citizens (ABC).
Article II. Statement of Purpose
Section 1
It is the purpose of the ABC to advise the City of Eugene, the Bethel School District (#52), and other public or private bodies concerning the improvement of the livability of the Bethel community.
Section 2
ABC has been formed to help resolve the concerns of the people of the neighborhood. These concerns include but are not limited to: land use and planning, social, recreational, educational, economic development and transportation needs; and to promote a sense of community cohesiveness and self-reliance.
Section 3
ABC will also serve in an educational capacity to inform the citizens in this community, and to continue the planning process by periodically reevaluating its goals, objectives, and recommendations.
Article III. Geographic Boundaries
The Bethel community is bounded on the east by US Highway 99; on the south by the Southern Pacific Railroad Coos Bay line; on the west by Green Hill Road; and on the north by Clear Lake.
Article IV. Participation
Participation in the ABC is open to persons who are interested in life in the Bethel community.
Article V. Officers
Section 1
The officers of the ABC shall include a chairperson, a vice-chairperson, a secretary, and a treasurer.
OR:
The officers of the ABC shall include co-chairpersons, a secretary, and a treasurer.
Section 2
The qualifications for these offices and the duties of these officers shall be set forth in the bylaws.
Section 3
Each officer shall serve for a one (1) year term, or until a successor is elected.
Section 4
Any officer may be removed through the following procedure:the motion to remove shall be made and seconded at a regular meeting;the minutes of that meeting shall serve as notice of the proposed removal;the motion shall be considered at the next regular meeting;the motion must receive a three-quarters (3/4) vote of the voting members present for passage.
Article VI. Committees
Section 1
The ABC may create such committees, both standing and interim, as they deem advisable in accomplishing their purpose.
Section 2
Procedures for the creation of committees and selection of their membership shall be set forth in the bylaws.
Article VII. Meetings
Section 1
The ABC shall meet regularly as set forth in the bylaws.
Section 2
Special meetings of the ABC may be called by the chairperson upon adequate notice. Adequate notice shall be five (5) days written notice to all persons on the ABC mailing list, or announced at a regular meeting. Special meetings shall be held at a time and place designated by the chairperson.
Section 3
Ten (10) voting members of the ABC shall constitute a quorum to do business at a regular or special meeting.
Article VIII. Membership and Voting
Section 1
Membership in the ABC shall be open to any resident, property owner, or business owner of the Bethel community as defined in Article III.
Section 2
Voting is restricted to members eighteen (18) years of age or older.
Article IX. Bylaws
The ABC shall adopt such bylaws as are necessary to implement this charter.
Article X. Amendments
Amendments to this charter shall be made through the following procedure:
1. The motion to amend this charter shall be made and seconded at a regular or special meeting;
2. Written notice of proposed changes shall be forwarded to all members (mass distribution) prior to the voting;
3. The motion shall be considered and voted upon at the next regular meeting;

I'm a fan of the project! Families look for communities where these services are available and I think it will lead to an increase in property values in this area. -Margaret H.
This is fine so long as it doesn't end up costing the tax payers, so it seems a better option than a city owned and operated option.
The way things go around here though, sooner or later the developer has their hand out, and we end up having to cough up or the scope of the project dwindles or evaporates completely.(Just look at downtown redevelopment, VA, Junction City Hospital etc.)
Let's make sure the private sector can foot the bill here and then let the tax payer choose whether he can afford to patronize them instead of forcing the tax payers hand through public funding.
Right now groceries, mortgage/rent, utilities and a smidgen of gas are more important.

Put the YCMA project on hold. My utility bills just went up 10%. It seems that the government is as greedy as any corporation. Kick us while we're down why don't you. Bailouts for the banks and not even crumbs for us unemployed, evicted, destitute, disenfranchised troglodyte masses. Noblesse oblige? The political class is the corporate class and vice-versa.
